On December 16, 2009, FEI’s CGB and COT, as part of the Government Withholding Relief Coalition (GWRC), penned a letter to every Senator and member of the House of Representatives urging Congress to include a repeal of the 3% withholding mandate in any job-creation bill being developed. GWRC was formed to repeal a sweeping new requirement mandating that federal, state, and local governments withhold 3% from payments for goods and services offered through government contracts.
