Vince Scott

Vince is a Director in PwC’s Cybersecurity and Privacy organization focusing on Cyber Detection and Incident Response, cyber program management, and broader Privacy initiatives.  Vince has over 27 years of experience in government and industry, serving as a US Navy Cryptologist and Information Warfare Officer, and since 2010 in the private sector.  With PwC he has helped clients in a broad range of industries, primarily financial services, with their program management, transformation, and technical cyber challenges, as well as serving as the Deputy CISO for a Fortune 500 client.  Immediately prior to joining the Firm, Vince developed and ran the Cyber Security Intelligence and Incident Response Practice globally for a Fortune 50.   
Vince has had a diverse career in cybersecurity, cyber warfare, information warfare, and intelligence operations including directing Intelligence Surveillance and Reconnaissance (ISR) through national levels.  He has directed ISR operations in support of Joint Special Operations Task Forces (JSOTFs), the U.S. Navy Sixth Fleet, US Central and US European regional Combatant Commands.  He deployed numerous times including three Law Enforcement Operations in the Caribbean, combat operations in the first Gulf War, the second gulf war including Afghanistan and Iraq, as well as Bosnia, Kosovo, and elsewhere. 
After his Navy career, Vince accepted a position with Oklahoma State University’s Multispectral Laboratory (UML) as Chief Information Officer (CIO) and the Director of C5ISR. There he managed all aspects of the UML IT infrastructure in three states, 6 associated new start companies, and classified DoD systems supporting R&D, as well as numerous technology projects and programs.  His responsibilities included all aspects of information security, and protection of classified government networks utilized at OSU for research and development.  He started and ran their technical information security efforts, as well as their broader information security programs including training and awareness etc.
Vince Scott is a graduate of the United States Naval Academy at Annapolis with a BS in Computer Science (Software Engineering).    He has completed DoD Acquisition Level II qualification, earned his MS in Management Information Systems from the University of Maryland while in the UK, and has completed the course work for a Doctorate of Science (DSc) in Information Security at University of Fairfax.  He is a 2012 graduate of the Oklahoma State University Veteran Entrepreneurship Program, is a graduate of the Air Command and Staff College for joint planning, and the Joint Forces Staff College senior officer program for strategic and operational planning.   He was formerly a member of the Editorial Board for the Journal of Law and Cyber Warfare.
Vince is the President of the Cincinnati Chapter of the US Naval Academy Alumni association, a member of the Institute of Electrical and Electronic Engineers (IEEE), the Association of Computing Machinery (ACM), and a member of the board for the Cincinnati Chapter of the US Navy League.  He is US Navy certified subject matter expert in Information Warfare and Cryptology, a Certified Information Systems Security Professional (CISSP), a DoD/CNSS certified Information Systems Security Professional (ISSP), Incident Handler Engineer (IHE), and certified Senior Systems Manager (SSM).
