Under general direction, manages the investment and cash management functions in compliance with all applicable statutes and policies. Primary activities include the oversight and hands on management of cash, investment and debt and loan drawdowns and compliance activities, policy and procedure reviews, updates and associated training and as well as optimize the company’s liquidity by providing competitive returns while applying appropriate fiduciary standards in managing the Agency’s financial assets and mitigating its financial risk. Supports the management of the Agency’s liquidity position, maintains cash flow forecasting tools, and maintains and develops treasury policy and procedures.

ESSENTIAL FUNCTIONS:
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
• Manages and is responsible for the full body of work delivered by Treasury that includes cash, investment and debt operations, bank account management and reconciliations, and maintaining the company’s banking infrastructure.
• Advises and presents to management, committees and boards on cash, investment and funding activities and monitors and ensures compliance with the Agency’s Asset Liability Management Policy. 
• Plans, directs, coordinates, and reviews the work of assigned staff; assigns work activities and coordinates schedules, projects, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations.
• Coaches, develops, trains and motivates staff; coordinates and/or provides staff training; and manages employee relations and performance.
• Support company operations by establishing relationships with banks and other key internal and external relationships and contracts, and manages the day-to-day activities in treasury functions to meet and ensure compliance with the financial obligations of the Agency.
• Actively manage liquidity by overseeing the cash flow process, including the forecasting of cash flow projections, preparation and review of cash flow actuals, and variance analysis to compare actuals vs. budget/plan.
• Ensure all cash, investment and debt transactions are identified and recorded timely ensuring smooth month end closes and financial reporting integrity.
• Ensure compliance with internal controls, policies, and procedures, and all are kept up to date.
• Actively identify/support/lead process improvements projects for the Treasury team.
• Manage Treasury’s financial reporting requirements and audit process.
• Support any ad-hoc projects as needed.

MINIMUM QUALIFICATIONS

Education and Experience:
Bachelor’s Degree in financial management, accounting, economics, business administration, public administration or closely related field and at least 7 years of related work experience, with 5 years in Corporate Treasury and 3 years in a supervisory role.  Experience in investment and debt accounting is a plus.

Required Licenses or Certifications:
None.

Preferred Licenses or Certifications:
CPA, CFA or Certified Treasury Professional (CTP)

Required Knowledge of:
• Operational characteristics, services, and activities of a treasury division and associated fiscal and investment functions.
• Understanding investment and debt instruments, financial market and banking accounting and practices
• Supervisory principles, methods and techniques.
• Accounting theory, principles, and practices. Generally Accepted Accounting Principles (GAAP) and/or Government Accounting Standards Board pronouncements (GASB) principles and government regulations.
• Cash flow analysis, forecasting, budget, financial analysis and modeling skills.
• Principles and practices of budget preparation and administration.
• Report preparation.
• Program/project management techniques and principles.
• Modern office procedures, methods, and equipment including computers.
• Computer applications such as word processing, spreadsheets, and statistical databases.

Required Skill in:
• Cash flow forecasting and financial modeling
• Supervising the operations, including leading and delegating tasks and authority.
• Establishing and maintaining effective working relationships with other division staff, management, vendors, outside agencies, community groups and the general public.
• Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
• Preparing and analyzing complex data and numerical computations and comprehensive reports.
• Drafting, reviewing and negotiating complex agreements and contracts.
• Maintaining confidentiality and communicating with tact and diplomacy.
• Responding to inquiries in effective oral and written communication.
• Researching, analyzing, and evaluating new service delivery methods and techniques.
• Applying advanced project management techniques and principles.
• Utilizing personal computer software programs affecting assigned work, in compiling, and preparing spreadsheets.

Physical Demands / Work Environment: 
• Work is performed in a standard office environment.
• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
