Doug Criscitello is a managing director at Grant Thornton where he assist clients in addressing solutions to challenges residing at intersection of finance and policy. Areas of focus include government budget analysis and development, credit and insurance programs, public sector financial institutions, and financial services regulation. He has more than 30 years of experience working with government clients on issues involving budgeting, data analytics, CFO Act implementation, organizational assessment/benchmarking and redesign, Federal Credit Reform Act implementation, and analysis related to modeling financial risk.
The common thread of his career weaves together public sector financial institutions and related fiscal policy implications. From 2015-2019, Doug was executive director of the Golub Center for Finance and Policy at the Massachusetts Institute of Technology where he coordinated the preparation and dissemination of original and timely research at the intersection of finance and policy aimed at improving decision-making by government officials. He also developed and taught innovative educational courses to make financial education relevant and accessible to students, government staff and policymakers.
Previously, he served as chief financial officer at both the U.S. Department of Housing and Urban Development and the U.S. Small Business Administration where he directed the execution of financial management programs including analytical work involving the credit and insurance programs at those agencies. He also was the founding director of the New York City Independent Budget Office (IBO), a municipal government agency providing nonpartisan, objective research and analysis of NYC’s fiscal condition. Prior to IBO, Doug spent a decade in the U.S. government focused on budgeting and management issues at the Office of Management and Budget and the Congressional Budget Office. Doug also has worked at JPMorgan Securities where he provided operational, investment banking and financial advisory services to governments and related entities.
