Armando Gochuico

Armando is a Manager in EY’s Global Treasury Services practice
with more than 20 years of financial industry experience in
treasury and finance. Armando joined EY in 2018 and is based in
our New York City office. His areas of expertise include cash
management, M&A-related treasury due diligence and integration,
short-term and long-term debt issuance, process improvement and
payments automation, Sarbanes-Oxley compliance, and rating
agency relationship management.

Prior to joining EY, Armando was the Director Global Treasury for
BlackRock where he was responsible for building and leading its
Americas treasury operations (US, Canada, and Latin America).

 Armando earned his MBA in Finance and International Business
from New York University's Stern School of Business, and his
BS in Economics from SUNY at Albany.

Over the last 12 years at BlackRock, Armando led a number of
major initiatives such as the treasury integration for over 10
transactions including the Merrill Lynch Investment Managers and
Barclays Global Investors acquisitions, negotiating a fiveyear
revolving credit facility, implementing a $4 billion commercial
paper program, issuing over $6 billion of debt, installing a global
treasury management system ( G Treasury), and implementing
host-to-host payments processing.

Armando was also responsible for managing banking and rating
agency relationships, treasury Sarbanes-Oxley controls, electronic
banking portal access recertification, share repurchase program
execution, FBAR reporting, and business continuity planning.

Earlier in his career Armando was at Merrill Lynch for 11 years
where he held various finance FP&A leadership roles including
the global head of budgeting and forecasting.

Other professional experience includes foreign exchange trading
and liquidity management.
