Heather Carter is an American politician and a former Republican member of the Arizona State Senate representing District 15 from 2019 to 2021. She previously served in the Arizona House of Representatives representing District 15 from 2013 to 2019.
Dr. Heather Carter is Executive Vice President of Greater Phoenix Leadership, with a special focus on Arizona’s health sector and P-20 education. Prior to this role, Dr. Carter served 10 years in the Arizona State Legislature and held a variety of faculty and leadership roles with Arizona State University and the University of Arizona. Heather graduated from ASU with a degree in communication. She then completed a master’s degree in educational technology at ASU and earned a doctorate degree in education leadership from NAU.
