Streamlined and Smarter: Government Contracting After Section 809
The “Section 809 Panel” established by Congress in 2016 was tasked with finding ways to streamline and improve the defense acquisition process. The panel established several teams to examine the varied aspects of the acquisition process and find opportunities for improvement. The discussion will focus on the issues and recommendations with respect to cost accounting and audit issues in the acquisition process.

Current Technical Cost Accounting Standards Issues
After a period of relative quiet, the Cost Accounting Standards Board is addressing a variety of open issues. Matters before the board include issues raised in the prior National Defense Authorization Acts, such as the convergence of cost accounting standards with generally accepted accounting principles (GAAP) as well as completing the “harmonization” of CAS 412/413 with the Pension Protection Act. Interactive discussions will also include topics regarding evolving issues affecting contractor cost accounting.

Business System Regulations
The 2018 National Defense Authorization Act (NDAA) directed the U.S. Government Accountability Office (GAO) to conduct a review of the effectiveness of the business systems rules enacted under the 2011 NDAA. The review was charged with examining the rules impact on contractor performance or the management and oversight of contract performance at U.S. Department of Defense. This panel will discuss the GAO report and business system issues influencing contracting.
